Increasing Women Researchers in Science and Engineering


本研究は、米国の政策研究評価期間(シンクタンク)で、米国の政策研究の最先端に携わってきた政策アナリストとしての視点から、21世紀の日本社会とそのグローバルな位置づけを展望しつつ、大阪大学大学院工学研究科において取り組む意義のある課題を示し、大阪大学の将来に寄与するアイデアを提示することを意図したものである。

その基本的問題意識は、あらゆる人々の創造性と合理的科学的思考と社会関与の意欲こそが、社会の発展、科学発展の基盤であり、原動力であり、そうした人々が生み出すエネルギーが社会のダイナミズムをつくるという考えから、個別の事象の持つ問題を考えようとするものである。

政策研究と評価は、デモクラシーにおける政策形成の基盤である。これを産業として確立することは、デモクラシーの発展に不可欠である。米国のシンクタンクを中心とする政策産業を概観し、その生産物としてのプログラム評価プロジェクトの近年の事例から、政策研究と分析評価が米国のデモクラシーを支えている一端を見、日本の成長戦略となりうる政策産業の振興を再度考察提起する。

An Institution Model for Reforming Japan: Capacity to Budget Publication Series 2014. III. NPO Thin

予算は国家政策目標を達成するための重要なメカニズムであり、予算編成能力こそが健全な市場民主主義に必要なものといえる。国家統治能力は予算作成能力である。経済開発協力機構(Organization for Economic Cooperation and Development、OECD)は、「予算は国の経済や社会の優先性に影響を与えるひとつの最も重要な政策手段である。政策の目標が一致調和され具体的に考えられるのは予算プロセスにおいてである。予算編成においては、部分と全体との関係や税と支出のつながり、そして公共資源を競う要求間の優先付けといったことに留意しなければならない。(2002年OECD)。深い配慮のない予算においては、政府は需要(ニーズ)と資源(リソース)、資産、負債をうまく均衡させることは出来ない。

「介護福祉士」とは、社会福祉士及び介護福祉士法(昭和六十二年五月二十六日法律第三十号)第42条の登録を受け、介護福祉士の名称を用いて、専門的知識及び技術をもつて、身体上又は精神上の障害があることにより日常生活を営むのに支障がある者につき心身の状況に応じた介護(喀痰吸引その他のその者が日常生活を営むのに必要な行為であつて、医師の指示の下に行われるもの(厚生労働省令で定めるものに限る。以下「喀痰吸引等」という。)を含む。)を行い、並びにその者及びその介護者に対して介護に関する指導を行うこと(以下「介護等」という。)を業とする者をいいます。

米国の政策産業は政策研究・政策分析・政策評価という、政策形成能力の根源を作る、「知」の産業を代表するものである。この興隆と繁栄は、米国の取り組むべき課題とその解決に、より有効に機能する政策を生み出し、米国のデモクラシーの過程を強靭なものとすることに役立った。この産業の成長の契機は、米国健康教育福祉省に出来た計画評価局の政策評価に起源がある。米国の政策産業の展開と現在を概観することから、日本の政策形成力の強化と政策産業の育成と成長への示唆を得る。

What Is Missing in Japan?s Budget Policy Debates: Institution, Policy Analysis, and Policy Analysts

A nation?s capacity to govern depends on its capacity to budget. The budget is the most
important policy vehicle for affecting countries? economic and social priorities. The US public?s
strong participation in the budget process (via citizens? groups, think tanks and congressional
representatives) is the most resilient part of American democracy. The important step to
democratizing the budgeting process in the United States was the creation of a non-partisan,
independent, policy analysis institution: the Congressional Budget Offi ce (CBO).
The legislature can infl uence the budget by asking substantial questions and by debating priorities based on information provided by CBO.
These critical arguments are imperative in the budgeting process.

Mongolia 2012: challenges ahead

Since 2006, my seminar students and I have organized and implemented an annual research/training trip to Mongolia. This tour has the following ?my? educational purpose at Kwansei Gakuin University: to recommend my seminar students, to go abroad and learn about different people, cultures, and values, especially in a developing country. I selected Mongolia a field of study because I have visited and familiarized myself with the country since 1996.

A strong market democracy needs the capacity to budget, because budgeting is the most important mechanism for attaining national policy goals. Allowing people to participate in the budget process is a key ingredient in creating a resilient democracy. In the early 21st century, Japan is facing enormous economic and social problems that should be debated using solid analysis and the input of a broad range of policy views. Japan?s budget situation is especially alarming in both the short and the long run. Japan does not now have the institutions necessary to address and resolve these problems effectively.

Fieldwork by professor Ueno’s class- Mongolia Training Program

Since 2005, Professor Ueno at Kwansei Gakuin University has organized an annual study tour with her seminar students to learn about living conditions and problems in the urban community of Ulaanbaatar, Mongolia. The purpose of the tour is for the seminar students to have field-work experience of research in a developing/transition country.

During fallterm in 2010, we will build Mongolian house called ?ger?in Kwansei Gakuin University, and hold exchange and study events as Mongolian culture. In these events, dialogues by professors and a photograph exhibition that introduced scenes every decade in Ulan Bator will be held.

Prime Minister Kiich Miyazawa told reporters recently that the Japanese often need gaiatsu, or pressure from the outside, to change their ways. But even where such pressure is exerted, it may not have the desired effect unless internal structural changes are made in the way Japan develops it public policies.
