Robert S. McNamara, the former US Secretary of the State and the former president of the World Bank who died in July 2009, was committed to establishing independent think tanks in Japan for decades.
He recommended the Japanese government and the civil society to build independent think tanks which would provide rational policy ideas and debates about national budget priorities based on rigorous research and analysis. Regrettably, we Japanese haven?t established the kind of think tanks yet.
Facing Japan?s many policy challenges internationally and domestically, we, the policy students, need to learn the US think tanks? experience and policy process.
