日本で2001年、制定された「政策評価法」は政策、プログラム等の評価の公表を義務付けたと同時に、行政機関の透明性と負託責任(accountability)を明確にするための、「評価のガバナンス体制の改善」を目指したものであった。
この2つの論文では政策評価のガバナンスという概念を定義し、それに基づいて、「評価のガバナンス」を評価するための、査定基準を作成する。
これをもって日本の評価ガバナンスを査定し、日本の評価ガバナンスの問題を明らかにし、今後の方向性を具体的に示す。
