皆様にはお元気でお過ごしでしょうか。私たちは元気で　そして様々な思いをもって、終戦70年を送りました。
2015年の最後に沖縄を訪れました。日本評価学会のあとの短い滞在ではありましたが、沖縄の戦前と戦後の歴史に触れ、私たち本土人の戦後70年にわたる無知と無責任を痛感しました。いま沖縄に、日本の民主主義と独立の原点と可能性があると思います。翁長沖縄知事の本土は常に沖縄を犠牲にしてきたという主張に対して内閣関係者は、「私は戦後生まれなものですから、歴史を持ち出されたら困ります。」とこたえたといいます。そのような態度に対する批判こそが上記のWeizsacker speechだと思います。
私たちは日本に独立財政機関(Independent Fiscal Institution: IFI)の設立を必須のことと考え、そのための努力を続けています。関心を持って頂ければ、統計研究会『Eco-Forum』2015年11月号（http://www.isr.or.jp）をご覧いただくか、あるいは機関誌をお送りいたします。
東北大震災から5年、気仙沼大島等の海辺に巨大な防潮堤（7-14m,写真）の建設が進んでいます。次の津波から人命を守るためといわれる、自然破壊の復興計画とその決定の過程は、地域の自立と人々の願いに沿う、参加民主主義によるものとはいえないものです。

Dear friends, how are you?  We haven’t been in touch with you for a long time. Both of us are retired from teaching and are now active in establishing an Independent Fiscal Institution (IFI) in Japan, which we think the country needs.
We recently visited Okinawa. Okinawa is now fighting against the Japanese central government’s decision to move a US military base to a new site on a beach. It will be a good touchstone to see how much Japanese democracy has developed.
Many people in Tohoku region are still suffering from the devastation of 2011 tsunami and earthquake. Makiko is afraid that the construction of huge seawalls (7-14 meters high, photo) along its coast would damage the environment and livelihoods of the communities.
